    MNBA TOURNAMENT WEBSITE

    Games will be seven (7) innings in length. No new inning will start after two (2) hours have elapsed from the time of the first pitch of inning #1 in all round robin games. If a new inning starts prior to the two (2) hours, the inning must be completed. Games are over as soon as the home team takes the lead in any final inning of a game (7th inning, mercy rule or past time limit). The Official scorer will record the time of the first pitch and will announce the time to both teams. There will be no time limit on quarter-final, semi-final and championship games. The eighteen (18) run after three (3) innings, fifteen (15) run after four (4) innings, and ten (10) run after five (5) innings, mercy rules will be in effect for all games.

    Ties will be permitted in the round robin preliminary play.

    The Official Rules of Baseball shall govern all games except as provided in Section RP2 ‘Special Playing Rules section of Baseball Ontario’s 2022 Constitution.     Baseball Ontario’s Arm Care Rules will be strictly enforced as per section RP2.11. The Official scorer will be responsible for recording pitch counts for every pitcher on the Official Game Sheet. It will be the responsibility of each team to ensure that pitch counts are properly recorded on the Official Game Sheet at the end of each game. Once the Official Game Sheet has been handed in to the tournament convenor, the pitch counts on the Official Game Sheet will stand. Coaches shall sign the Official Game Sheet immediately following the conclusion of the game acknowledging the Pitch Counts of the pitchers used during that game. In the event of a discrepancy in numbers, the Pitch Counts of the “Official Pitch Counter” shall stand. In the event a coach fails to sign the Game Sheet, the Pitch Counts recorded will be considered official and no appeal or protest of the numbers will be allowed later.

    Tournament Format

    This is a sixteen (16) team event: four (4) divisions of four (4) teams. All teams entered play three (3) games in the round robin. All teams will play each team in their division once in the round robin. After the three (3) round robin games, the top two (2) teams in each division will advance to the quarter-final games on Sunday morning. The four (4) winners of the quarter-final games will advance to the semi-finals on Sunday with the two (2) winners of the semi-final games advancing to the Championship game.

    All teams will play one (1) game Friday night, two (2) games Saturday in the round robin. There will be no Consolation games.

    Teams will be seeded in their division based on the highest amount of points in round robin play. Points will be awarded on the following basis: Win - two (2) points, Tie - one (1) point, Loss - zero (0) points.

    RP7.4 Tie Breaker Rules

    a. Where tie breaking rules are required, the following tie breaking rules will be used for each placement independently:
    i. Teams with a forfeit loss are ineligible for tiebreakers
    ii. head-to-head record among tied teams;
    iii. team with the smallest runs against ratio (runs allowed / number of defensive innings played) in games among tied teams;
    iv. team with the smallest runs against ratio (runs allowed / number of defensive innings played) in all games;
    v. team with the highest runs for ratio (runs scored / number of offensive innings played) in games among tied teams;
    vi. team with the highest runs for ratio (runs scored / number of offensive innings played) in all games;
    vii. coin toss

    b. When there are 3 or more teams tied, the tiebreakers will exclude RP7.4(a)(ii). After the winner of that tie breaker is determined, the tiebreakers will continue, if necessary, excluding RP7.4(a)(ii) as long as there are 3 or more teams tied. When only 2 teams remain, the tiebreaker will start at RP7.4(a)(i).

    The tournament convenor reserves the right to alter and/or make any changes necessary to ensure completion of the tournament in the allotted time.

    2022 MNBA - TOURNAMENT RULES

    1. The Baseball Ontario (OBA) constitution and its’ official rules shall apply (all rules can be found on their website https://ondeck.baseballontario.com/

    2. See the local rules for MNBA tournament format and how the Baseball Ontario Tie Breaker Rules will apply (RP7.4) to the tournament format.

    3. Payment of the entry fee will apply as an appearance bond and will not be refundable.

    4. Teams must provide their OBA team number (4 or 5 digit #). Teams must have copies of affiliate approved or OBA-approved rosters with them upon request of the convenor to verify a player, but do not have to leave a copy with the convenor.

    5. Any team not able to field nine eligible players at the scheduled starting time will default the game unless approved by the opposing team. Games cannot be delayed due to lack of players.

    6. Managers and coaches will be responsible for the conduct of their players and anyone involved with their team, both on and off the field.

    7. Line-up cards must be presented to the official scorer at least fifteen (15) minutes prior to the game on the official form provided.

    8. Infield practice will not be allowed before any game. No batting practice against fences will be allowed.

    9. The home field team will be determined by the toss of a coin prior to each game. The team that has traveled the furthest will make the call. If the Tournament Convenor does not provide one, the home team will be the Official Scorer.

    10. In the event that a game is suspended because of rain, lightning, darkness and/or other circumstances prior to it becoming an official game; the game shall be resumed from the point of suspension. Teams are not to leave the park unless instructed to by MNBA Tournament Convenor. In cases of rain and/or other delays the tournament schedule may be revised at the discretion of the Tournament Convenor.

    11. All protests must be ruled on at the time of their occurrence by a committee set-up by the MNBA. The committee will consist of the on-site convenor and two other members appointed by the convenor. The decision of the committee will be final.

    12. Ejection from any game will result in suspension from the next scheduled game and/or balance of the tournament depending on circumstances. The decision of the tournament committee will be final.

    13. Tournament awards are set at eighteen (18) per team. (Champions and Finalists)

    14. The Mississauga North Baseball Association (MNBA) and its officials accept no responsibility for the loss or damage to any equipment and/or for any injuries to any player, team officials or any other persons in the park during the tournament.

    15. The Tournament Convenor reserves the right to alter and/or make any changes necessary to ensure completion of the tournament in the allotted time.

    London West will not play Friday, all other teams will

    Division C will be a 3 team division. 3 game round robin. Top team after 2 games each will advance to Sunday morning QF. Other 2 will play Saturday evening with the winner advancing to a QF game Sunday morning. This ensures all 3 teams will get 3 games minimum, weather permitting.

    Tournament Rules

    The rules of Major League Baseball and the Ontario Baseball Association (OBA) will apply with the following notes;

    1. OBA line-up cards and score sheets will be used. The home team is the official scorekeeper while the visiting team will be official pitch counter. The scorekeeper and pitch counter will sit together in a designated area at each of the two diamonds where only they are allowed to sit. Area will be designated behind home plate and sectioned off. Lineups should be exchanged at least 10 minutes before game time.

    2. Home and away team for each game in the round robin will be decided by coin toss. The coin toss will take place 15 minutes before game time. A member of each coaching staff must be present for the coin toss. At the conclusion of the coin toss the home team will be given the official score sheet and the home team will also be responsible for entering all pitcher records into the pitch count app and propose the game when complete. They will also write down the pitch count app game ID on top of the game sheet and write the pitch count results on the game sheet. The game sheet must be signed by both teams and returned to the tournament official at that diamond immediately after the game has been completed. The team traveling the furthest will make the call on the coin toss. Coin tosses will take place at each park by an onsite convener. In the playoff round the higher seed will be the home team or if identical records a coin flip will decide home team, the city furthest away to call it.

    3. In case of rain and/or other delays the tournament schedule may be revised at the Convener’s discretion. A cell phone contact from each team will be required at registration prior to the first game.

    4. Games will be 7 innings in length. For round robin games and QF and SF no new inning will start after one hour and 50 minutes have elapsed from the time of the first pitch. The umpire should notify both teams and the scorekeeper of the time of the first pitch. The Championship game will be 7 innings with no time limit.

    5. Tie games will be allowed to stand in pool play. There will be no extra innings in pool play.

    6. There will be no pre-game warm ups permitted on the infield

    7. In all OBA games an 18 run mercy rule will apply after 3 innings (2 ½ if the home team is ahead), a 15 run mercy rule will apply after 4 innings (3 ½ if the home team is ahead) and 10 run mercy rule will apply after 5 innings (4 ½ if the home team is ahead).

    8. The decision of the umpire is final. Protests will be resolved on the field by the protest committee / park convener.

    9. The score of a forfeited game will be recorded as 7-0 and 5 innings for tie breaking purposes.

    10. The playoffs will consist of the following format; The top 2 from each division will advance to the playoffs. Division C is a 3 team division. The top team in C after 2 games each will advance to a QF game Sunday morning. The other 2 will have a play in game Saturday evening for a spot in a QF game. Winner of A and B will advance to SF games, 2 nd in A and B will be advance to QF games. In the case of any tie needing to be broken the following will be used (OBA rule rp7.3 (w)
    i. Teams with a forfeit loss are ineligible for tiebreakers
    ii. head to head record among tied teams;
    iii. team with the smallest runs against ratio (runs allowed / number of defensive innings played) in games among tied teams;
    iv. team with the smallest runs against ratio (runs allowed / number of defensive innings played) in all games;
    v. team with the highest runs for ratio (runs scored / number of offensive innings played) in games among tied teams;
    vi. team with the highest runs for ratio ( runs scored / number of offensive innings played) in all games;
    vii. coin toss x)

    When there are 3 or more teams tied, the tiebreakers will exclude RP7.3 (w) (ii). After the winner of that tie breaker is determined, the tiebreakers will continue, if necessary, excluding RP7.3 (w) (ii) as long as there are 3 or more teams tied.

    When only 2 teams remain, the tiebreaker will start at RP7.3 (w) (i).

    11. For registration purposes teams must have a copy of their affiliate approved or OBA approved roster but do not have to leave a copy with the convener. The 4 digit team number will be required and the convener will log that number at check-in prior to each team’s first game. (Check in with the convener at the diamond where your first game will be played one hour prior to that game time).

    12. Managers and coaches are responsible for the conduct of anyone involved with their team throughout the tournament including coaches, players and fans.

    13. The Stratford Minor Baseball Association accepts no responsibility for any injuries, damages or losses to anyone during the tournament.

    14. Teams are asked to retrieve foul balls hit during games. No time will be added for any delays due to lack of baseballs.

    15. Teams are asked to conduct post game meetings off the field. Please gather all equipment and personal items as quickly as possible to keep the games on schedule.

    16. The Official Score Keeper (home team) will inform the home plate umpire of the Official Pitch Counter and Scorekeeper prior to the start of the game.

    17. The OBA pitching rule as it relates to Midget will apply throughout the tournament.

    18. Pitch counts of the Official Pitch Counter will be the only numbers used by the umpire during any game. No appeal of this number will be permitted. It is suggested that coaches check the pitch count of a pitcher recorded by the Official Pitch Counter at the conclusion of each inning.

    19. Coaches shall sign the game sheet immediately following the conclusion of each game acknowledging the pitch counts of the pitchers used during the game. In the event of any discrepancy in numbers, the pitch counts of the Official Pitch Counter shall stand. In the event a coach fails to sign the game sheet, the pitch count recorded will be considered official and no appeal or protest of the numbers will be allowed at a later time. It is recommended that coaches initial the pitch count of a pitcher as recorded by the Official Pitch Counter immediately upon a pitching change.

    TOURNAMENT RULES
    The rules of Major League Baseball and the Ontario Baseball Association (OBA) will apply with the following notes:

The playoffs will have a time limit of 1 hour 45 minutes. Championship games will be 7 innings with NO time limit.

    5. Tie games will be allowed to stand in pool play. There will be NO extra innings in pool play.

    6. There will be no pre-game warm ups on the infields.

    • Ensuring that both teams are correctly assigned to the game in the pitch count app prior to ground rules, • Entering the pitch counts for both teams live in-game, using the Baseball Ontario Pitch Count App, and
    • Submitting the game for approval immediately following the end of the game.
    • The Home Team Manager is responsible for showing the submitted pitch count game to the on-site (park) convenor within 15 minutes following the end of the game and providing them with the Game ID from the app.
    • The on-site/park convenor will capture the Pitch Count Game ID for each game which will be collected and to be submitted to the Baseball Ontario office by the tournament convenor at the completion of the tournament.

    18. Coaches shall sign the official game sheet immediately following the conclusion of the game acknowledging the Pitch Counts of the pitchers used during the game. In the event of a discrepancy in numbers, the pitch counts of the official pitch counter shall stand.     1. In the event of schedule changes please check tournament snap first.  Your team will be notified by message on tournament snap.  A hard copy will be available at the tournament headquarters. A mobile phone contact from each team is required a minimum of 2 days before the tournament start. 

    2. Payment of the entry fee will apply as an appearance bond and will not be refunded.  

    3. A team roster approved by the Baseball Ontario Affiliate Registrar prior to July 1 or the OBA after July 1 must be available in the event player eligibility is questioned. If a team is using call-ups then the coach must have a copy of the call-up team’s roster with him. 

    4. Tournament awards are set at 16 per team. 

     

    Sanctioned Tournament Rules: 

    1. Only the Official Baseball rules and the Playing Rules of Baseball Ontario shall apply.  Series specific rules can be found at the following link: 

    1. Home field will be determined prior to the start of all round robin games by the flip of a coin 15 minutes before the scheduled start time with the team travelling the farthest making the call in all games. For the play off rounds home team will be the higher seeded team. 

    1. The HOME team will be responsible for the official score and provide the official scorekeeper and pitch count.   Lineups should be exchanged at least 10 minutes before game time.  Any discrepancies between official score and/or official pitch counts; the official teams’ responsible for each task will be rendered as final.  Pitch counts will be tracked in tournament snap based on game sheet, All discrepancies MUST be brought to the attention of Tournament Convenor at such time of the incident(s). 

    1. All Baseball Ontario pitch count rules for the 18U division will apply. The Home Team is responsible for completing the pitch count on the Baseball Ontario Pitch Count app live in-game pitch-by-pitch, and must show the on-site convenor the submitted pitch count on the app within 15 minutes of the completion of the game. 

     

    1. The game ID must be submitted to the tournament convenor (diamond convenor) within 15 minutes following the end of each game so they can verify that the counts have been entered. 

     

    1. There will be no pre-game warm up on the infield or on the infield sidelines before any scheduled game. Where bullpens or other areas are available please follow grounds crew instructions.  

    1. In case of rain and/or other unforeseen delays the tournament schedule and details such as time limits/curfews, may be revised at the Convenor's discretion.  

    1. Only rule interpretation protests shall be permitted. Protests will be decided by the Tournament Convenor and/or the Tournament Protest Committee whose decision shall be final. A protest fee of $80 cash is required at the time of the protest, this fee is refundable only if the protest is upheld. Only one representative shall be permitted to speak on behalf of the protestor.  

    1. Ejection from any tournament game will result in an automatic one game suspension. Suspensions may be increased at the sole discretion of the Tournament Convenor, depending on the severity of the infraction. Teams are responsible to see the Tournament Convenor in person approximately 30 minutes after the game has completed to verify suspension length. (Convenor needs to speak privately with umpires before a decision will be made). 

    1. All games will be 7 innings except for when time limits apply  

    1. Time limits apply in all games as follows:  

    No new inning (curfew) will start after 2 hours have elapsed from the time of the first pitch of the game however, once started an inning will be completed unless the home team is batting and leading or scores the winning run when curfew is reached.  

      

    1. Standard OBA Mercy Rules apply. MERCY RULE: 18 runs after 3 innings (2 1/2 if the HOME team is ahead), 15 runs after 4 innings (3 1/2 if the HOME team is ahead) and 10 run after 5 innings (4 1/2 if the HOME team is ahead) are the mercy rules and will apply for ALL games, including playoffs. 

     

    1. The umpire (or designate) shall be the official time keeper of the game and shall announce the time of the first pitch to both teams.  

    1. Official Game:RP2.7 A 7-inning game will be considered an official game after 4 innings of play or 3 1/2 innings if the home team is ahead.  

    1. If a game is stopped for weather, light failure, or park curfew after becoming an official game, it is over. If a game is stopped for weather, light failure, or park curfew prior to becoming an official game then it is suspended and will be resumed from the point of suspension.  

    1. In the event of a tie at the conclusion of regulation play (2 hour time limit) in the Championship Game or Semi-final games, the game will continue until such time as a winner is determined. The game will continue with complete innings being played.  Innings beginning after the two hour time limit will use the OBA overtime rule of having runners on 1st and 2nd. 

    1. A score of one run per inning will be recorded for a forfeited game and the winning team will be credited with a complete game.  

    1. 2022 pitching rules must be followed.  

     

    1. Pitch counts of the Official Pitch Counter (HomeTeam) will be the ONLY numbers used by the home plate umpire during any game, regardless of any other numbers that any other coach, or spectator may have.  No appeal or protest of the pitch counts recorded will be permitted.  It is strongly suggested that coaches verify the pitch count of their pitcher(s) with the Official Pitch Counter at the conclusion of each inning. 

     

    1. Coaches will sign the official game sheet immediately following the conclusion of their game, acknowledging the Pitch Counts of the pitchers used during the game.  In the event of a discrepancy in numbers, the Pitch Counts of the Official Pitch Counter shall prevail.  In the event a coach fails to sign the game sheet, the pitch counts recorded will be considered OFFICIAL and no appeal, or protest will be allowed after the fact.  It is recommended that coaches initial the Pitch Count of a pitcher as recorded by the Official Pitch Counter immediately upon any pitching change. 

     

    1. Teams are required to conduct post-game meetings off the field.  Please gather all equipment and personal items as quickly as possible in order to keep games on schedule.  All garbage and water bottles must be collected inside the dugouts by teams BEFORE leaving the area. 

     

    Division/Pool/Draw Play: 

     

    1. Tie games will be allowed to stand in all division pool play except, semi-finals or finals.  

    2. Standings will be determined by the number of points earned: 2 pts win; 1 pts tie & 0 pts loss.  

    3. In the event of a tie in standings, OBA tie-breaking formula will apply to break the tie.  (RP7.4)

    Tournament Format  

     

    • 10-Team Tournament- Each team plays 3 round robin games, weather permitting. 

    • 4 teams advance to Sunday playoff round, top 2 from each division.  

    • SEEDING- Teams will be ranked in their division first by record and then OBA tie breaker rules to determine division winner, 2nd place, etc.  

    • Division winners will be seeded #1 and # 2. OBA Tie Breaker rules will determine seeding.  

    • Division 2nd Place teams will be seeded #3 through #4. OBA Tie Breaker rules will determine seeding.  

    • HOME TEAMS: In Playoff Round, the higher seed is the HOME team. 

    • SEMI-FINAL MATCH-UPS: Seed #1 plays seed #4. Seed #2 plays Seed #3.   

    • Semi-Final winners advance to Finals.
